Be honest. Make it be know the total number of tickets you are selling. Explain what you will do if insufficient sales happen in an allotted time. Just make it fair.
yes, raffles are considered gambling (unless you represent a registered non profit entity, in which case, there are stringent rules and reporting requirements, see http://www.irs.gov/pub/irs-pdf/p3079.pdf)
You need to check the gaming laws of your specific state to see if it is legal to conduct such a raffle where you are, and/or what permits are necessary to obtain to do so.

Well, yes – you most likely need a license from your state to conduct a raffle, otherwise it’s illegal for you to do so
Talk to a lawyer before you set up plans for your raffle
