Probably not, but participation in, or the holding of a raffle would be legal or illegal depending on the location of the person(s).

Law regarding raffles vary by state and are usually addressed in the states gambling statutes. Most states only allow them for charity or for the support of organizations (e.g. Boy Scouts, school clubs). Also there are laws regarding publishing who won and such.
I highly doubt Ebay’s terms and conditions allow what you want to do here.
Honestly, even if you’re sincere in all of this, a person would be a complete moron to send $100 dollars via Ebay when there’s no certainty they’ll recieve the item.

Actually, raffling something is almost the same as auctioning something off!!! One you might make a buck or two, the other – you are giving it away!! If you put it up on ebay, first off, you figure how much you want for the car, calculate the fees you must pay ebay and PayPal, add that to your price, and then let the highest bidder get the car! Of course! it doesn’t always work that way! It might NOT sell, so you are back to Square one with a car you can’t pay for!! You can always advertise it in the newspapers, or put a sign on the window of the vehicle! BUT this raffle thing – most raffles are initiated to benefit an organization (Charity) Ebay will do that, but you won’t see any money! Neither will the Bank! Your only other option, if you can’t get someone to take over the payments, is to give it back to the Bank!
