As long as proceeds go to charity.

This is the part where you hire a lawyer. Raffles, bingo, video slot machines and other types of games where there are real stakes usually require a license. Some legitimate non-profit organizations are exempt from gambling laws and can get away with raffles for vacations, cars, and whatnot. Same with Bingo.
But since we have no clue what state or country you’re in, we can’t say whether its legal for you to set one up.
Hire a lawyer in the jurisdiction you are in and find out.

Not as an individual. 501(3)c and other non-profits/charities, and government agencies like the lottery, can set up raffles. These all require some form of licensing.
An unregistered raffle would be unlicensed gaming, and would be against federal law.

Yes it is ill-legal unless the proceeds are going to charity
