Legal to give back the money for charitable raffle tickets, if enough money isn’t made to pay for the car?

Is there any danger of people cheating, somehow, with phony tickets for refunds? Should you put a disclaimer right on the tickets and make sure all know who buy?

    The tickets all should be numbered in two parts. Both parts having the purchaser’s name address, and telephone number on the. This will alleviate a problem if refunds must be made.
