Generally speaking, a private party cannot raffle a car. Raffles are regulated and only permitted by charities. The American Cancer Society can raffle off a car to rais money for the charity. Bill Smith can’t raffle a car to make $100,000 on a $20,000 car. That’s illegal.
So unless you are a charity, the odds of getting this done are very slim

first off i would check with state laws, most states require a
permit or license, after all it considered gambling
