If I had a website and I raffled houses, vehicles, throughout the internet (worldwide) for a profit, with raffle tickets sold thru the website, would it be legal or would I have to abide by each state laws?

If I won a car in a benefit raffle is that taxed as a gift tax or just regular sales tax rate?
